  • the observer is labeled with an 'e'
  • in principle, the observer has an experience of a world labeled 'W'
  • the observer proposes relationships among distinctions, in any terms that 'make sense' to the observer
  • the role of the observer in this model of cybernetic systems is the creator or constructor of the representation
