The toolbar at the top of the Context Pane is called the Action Toolbar. The Action Toolbar buttons allow you to move around the object hierarchy, participate in discussions, capture information, be notified of document changes, and so on. Depending on which object is currently selected, the toolbar may contain some of these buttons:
